1. All suppliers who have legal personality, production or supply capacity, and sound reputation, and meet the technical requirements of the Employer, can submit a bid

2. All bidders shall abide by the relevant laws, decrees and regulations of China

3. All bidders shall have a registered capital of not less than RMB 5 million Yuan, and if there is any special circumstance, specify separately

4. Authorization of bidding: in case the bidder’s representative is not a legal representative, he/she shall hold a Power of Attorney of the Legal Representative

5. The bidder shall bear any and all expenses incurred in connection with its participation in the bid, no matter whether it is awarded the contract

6. Bid security: (If a bidder doesn’t satisfy the following requirements for the bid security, it will be disqualified for bidding.)

(1) The bidder shall provide a bid security of not less than 3% of the tender amount

(2) In order to facilitate the timely refund of the bid security, the bid security shall be wired to the tenderee within two days prior to the bid opening, and the copy of the stub of wire transfer and payment of the tender document shall be submitted and made to the tenderee’s relevant staff. (No bank acceptance bill, draft or transfer check will be collected, and no payment for goods may be taken as the bid security.)

Where the bidder requests clarification for any question about the tender document or considers it necessary to communicate with the users, it shall notify the tenderee in writing, or by fax or telex, and the tenderee shall answer in the same form
