“尽管委里没有设定今年央企重组的数量目标，但兼并重组Annexation and reorganization的力度肯定要超过去年，到年底央企缩减到100家以内是大概率事件。”3月17日，国资委一位不愿具名的人士向《华夏时报》记者透露。
3月15日，肖亚庆在招商局China Merchants Group和中国外运长航集团SINOTRANS&CSC的重组会议上再次强调，目前的106家央企central enterprises仍存在大量同质化竞争、竞争力competitive power不强的问题，还需要进一步重组整合China revs up central enterprise regrouping。
“两家央企central enterprises实施重组主要是为了避免avoid恶性竞争cutthroat competition。”肖毅敏称。
据了解，石油天然气oil and gas体制改革structural reform中管网分开是大方向，未来将剥离输油管网oil pipeline network和输气管网成立原油和天然气输送公司，独立于三大石油公司，目前规划已定，正在研究分步实施还是一步实施。
