职责和权限

1   目的

 对公司内的职能及其相互关系予以规定和沟通,以促进有效的管理。

2   范围

适用于公司内对质量管理体系有关的各职能部门和有关人员的职责、权限的规定。

3   职责和权限

3.1    总经理

1)全面领导我公司的日常工作,向全公司传达满足顾客和法律、法规的重要性;

2)制定质量方针和质量目标;

     3)确保对质量管理体系进行策划,以满足质量目标以及质量管理体系的总要求

4)主持管理评审;

5)提供确保质量管理体系运行所必须的资源;

6)规定各部门的职能、各岗位的职责和权限,任命管理者代表;

7)负责对外合同的审定;

8)负责重大客户的沟通、项目审批。

3.2  管理者代表

 1)代表总经理行使质量管理职能,向总经理负责。

 2)确保质量管理体系所需的过程得到建立、实施和保持。

 3)向总经理报告质量管理体系的业绩和任何改进的需求。

 4)主持公司内质量管理体系审核, 处理协调公司内质量管理体系审核中发生的质量问题,监督有关部门采取纠正和预防措施。

 5)代表我公司与外部认证机构联络,向客户提供质量保证。

 6)向总经理汇报质量管理体系运行情况,协助总经理组织实施管理评审工作。

7)确保在整个组织内提高满足顾客要求的意识。

3.3  业务部

1)进行市场开发,明确产品要求并评审,负责与顾客及供方进行沟通联系;

2)负责评价、选择供方,将顾客要求传达给供方,做好相关销售服务;

3)负责对采购和出库货物进行验收,必要时协助顾客现场验收和服务;

4)负责对顾客财产进行管理;

5)负责对不合格品的处置,必要时报总经理批准;

6)负责对顾客满意度进行调查和分析及相关服务、抱怨投诉处理;

7)负责监视和测量设备的管理。

3.4  办公室

1)负责公司文件的管理、公文送批、外来文件的登记、送批、分发和处理;

2)负责档案管理;

3)负责外来人员接待工作;

4)负责安排每周的工作例会,并做好会议记录;

5)负责培训计划的编制、培训实施的监督考核;

6)负责公司办公设施的维护和保养及工作环境的管理;

7)负责办公用品采购计划的编制及采购实施;

8)负责公司质量管理体系日常运行监视和测量、人员绩效考核工作;

9)负责信息数据收集与分析;

10)负责纠正措施和预防措施的管理控制协调。

4   职责和权限的沟通

公司总经理明确各部门职责、权限并予以规定,通过会议、文件、培训等形式,使每个岗位及人员相互了解有关职责和权限,促进全公司质量管理体系的有效性。
